It is a good investment for people who live in sinkhole prone areas. A homeowner wastes his money if he buys sinkhole insurance on a home that does not need it.
Governmental legislation can affect economic activity. The one thing legislation does not normally do is raise it. It limits economic activity or stops it completely in some cases. If people still want the product, it often moves into an underground market. Sinkhole legislation will not raise house sales, particularly if the legislation becomes more restrictive. The legislation may protect homeowners, but it will also raise the cost of building.
Reducing the existing legislation or at least relaxing restrictions may serve to increase the number of new homes that get built. It will not matter too much if they are relaxed only slightly.
